[c-nsp] memory leak in CEF IPC on 6509/Sup2

Sounds like ddts CSCec43573 - Memory Leak in FIB Control Process, but it 
should be fixed in 12.1(26)E1. We had the identical symtoms on our 
Sup2/MSFC2 routers.
