What about this command:

snmp_bgpPeerState	/usr/local/netsaint/plugins/check_snmp -H $HOSTADDRESS$ -C $ARG1$ -o .1.3.6.1.2.1.15.3.1.2.$ARG2$ -c 6:6 -l 'bgpPeerState'

And you configure service with command "snmp_bgpPeerState" and two args:
"community" and "neighbor IP"
