[c-nsp] Broken SNMP ifHCInUcastPkts on NPE-G1 GE 12.4(5)

Hi,

just a heads up, the ifHCInUcastPkts SNMP counters on the (builtin) Gigabit
ports of a NPE-G1 are horribly broken in 12.4(5):

IF-MIB::ifHCInUcastPkts.1 = Counter64: 18446741221889117816
[a minute later]
IF-MIB::ifHCInUcastPkts.1 = Counter64: 18446741209004421353

the box is getting around 7kpps on this interface. Happened on two
NPE-G1 when being upgraded to 12.4(5), other interfaces (PA-4T, PA-8T,
C7200-I/O-2FE/E on third upgraded box) work fine.

12.4(1b) worked fine, 12.4(3a) was unusable because OSPFv2 didn't bother
to come up at all (nothing in debugging).
