we've had luck with 12.3(16) until we discovered CSCsb42176 :(
have since been running 16.10-eng on affected routers.
fix is incorporated into 12.3(17) which is scheduled for ~mid dec, iirc.



Symptoms: A Cisco 7200 series may pause indefinitely when a neighbor reloads.

Conditions: This symptom is observed on a Cisco 7200 series that is
configured with a PA-POS-2OC3 port adapter.

Workaround: There is no workaround.
