Yes, the PA-MC-E3 can do this. for example:
controller E3 3/0
e1 1 channel-group 0 timeslots 1-31
e1 2 unframed
e1 3 channel-group 0 timeslots 1-2
e1 3 channel-group 1 timeslots 3
e1 3 channel-group 2 timeslots 4

It has all built in, connect it via coax/BNC to the carrier's mux, and
be done with it..
