I have the same trouble on a new delivered C2970G-24TSE
It's not possible to save the configuration, or to make any changes on the
flash:

but the last dir command shows me there is plenty of space :


OTOH no problems with 12.2(25)SED on C3550-24PWR.


But I do not have any problem on all other 2970 we are using with the same
image (c2970-lanbasek9-mz.122-25.SED.bin)
