The bandwidth points are calculated for "both ports are fully utilized"
- that's a theoretical value to tell you "if you oversubscribe your
router by putting in more interfaces that it can handle, be aware that
not all interfaces will be able to run at full speed at the same time".

Whether or not the port is enabled isn't taken into account for BW point
calculation.
