You've lost me a little there. It will send as fast as its application 
stack allows, which will surely be slower than the capabilities of the 
NIC?
Don't forget we're talking about largely unidirectional traffic with 
multicast. The only thing it will receive is retransmission requests. 
and if those hit line rate, then the problem i the sending direction will 
long since have killed the whole show anyhow.

So why would I want to implement storm control at a lower frequency than 
the line rate, and initiate the problem before it's absolutely
necessary?

It's a scary thing, indeed. And the off-list replies I've had are starting 
to convince me that the general culture in the financials
seems to be "if we don't mention it, nobody will realise just how scary it 
is". The consequences of its operation are orders
of magnitude above anything a service provider deals with -  is there a 
forum for discussing this somewhere that anyone
knows of?
