[c-nsp] Issue with Multilink PPP when going from 12.3T to 12.2S

I originally put 12.2.25Ssomething on there, and then I downgraded to
12.2.18S5 (I believe) before I left last night and that resolved it.
dCEF was definitely on. The other side of the bundle is a 2821.
I'll get the show ppp multilink from the other box when I get back in on
Monday.
