I had the same problem (except I didn't see the log messages you had)
on a Cisco 7206 non-VXR with 12.2T(mumble). It happened a few times,
and the fix was the same as yours - manually setting passive and then
back to active.
I upgraded to 12.4T on that box a month ago, and hope that will fix the
problem. It happened so infrequently I can't really say if it's fixed.
