[c-nsp] Does this 1721 have a DSL card in it?

Answering my own posts just seconds afterwards, but I suppose this is one 
for the archives.

The controller needed to be put into ATM mode as follows:

   Router(config)#controller DSL 0
   Router(config-controller)#mode atm

After this ATM 0 is available as an interface.
