A note here:

If your on a smart jack unless you have hundreds of feet of cable
off of that jack you should not have to change the LBO from the
default setting.  If you do, the smart jack is bad.  The default is
the lowest power setting.  if you have to jack up the power to get
a smartjack 20 feet away to hear you then the smartjack's receive
circuits are fried.

Also, if you are hundreds of feet away on crappy cable and you do
have to change LBO then the Telco must change it in the smartjack
on his side.  Just raising the power your sending into the line
may make him her you better, but if he's at the lower setting
you won't hear him.
