This happens to us fairly often, relatively speaking. All of our techs
take loopback plugs with them into the field. If they suspect this might
be the problem, they disconnect our equipment entirely and put the hard
loop plug directly into the NIU and let Qwest test to that. That usually
saves us a bit of time.
