[c-nsp] 6500 Native IOS conversion with 16MB Flash on MSFC2?

Thanks everyone who answered. I got a great answer. Basically with an 
MSFC2 the boot flash isn't even used for a Native mode box... The box 
will boot fine/install fine without it.
