Yes, for recent (>=12.3(7)T) IOS, although I don't know about on a GSR.

I've deployed this on a 7200, but only for a point-to-point link delivered
as a VLAN that I wanted to split into a handful of logical circuit, not for
the large numbers of outer and inner VLANs you seem to be talking about.
