[c-nsp] PA-2FE-TX using both ports kills module

Here is the crash dump output, you can see the ping just before the 
crash. (I was pinging over the other interface at the same time). I can 
only get it to crash in the 7200 non-VXR with NPE200; on the VXR /w 
NPE400 it just seems to lock up the module.
