[c-nsp] PA-2FE-TX using both ports kills module

If you have a faulty card the problem is easy to reproduce, and the
config can be completely empty. Simply configure both ports with an IP
address and send a few thousand 1000 byte pings to end stations
simultaneously, over both ports and it should crash pretty much straight
away :)
