Oh boy that is old software...

You should get that software upgraded to something reasonably
current (12.1(latest)E should be fine), and just then resume
troubleshooting.

There's in the order of 2 gazillion bugs, which have been fixed
between 12.1(ancient)EX end 12.1(recent)E, including several
directly related to incorrect counters.
