[c-nsp] oam-pvc manage

[Rooney, Randy]

I don't think it would fix your issue but it might help you troubleshoot it quicker. Our tech's use it as another troubleshooting step to help identify the problem. With the interface down/down you can quickly see if you have end-to-end connectivity to the modem.
