[c-nsp] SmartNet on Ebay gear

You can get smartnet from any Cisco dealer.  The only
time you need recertification is if you want the hardware warranty
provision coverage of smartnet to apply.  Otherwise, Cisco strongly
encourages all owners of their equipment to maintain smartnet on
their Cisco devices as well as Cisco Relicensing for Used Equipment.

Typically the recertification prices are set by Cisco so that they make
the cost of the used Ebay gear equivalent to Cisco Refurbished
gears (which you can also buy from a Cisco dealer)  In other words
it's not worth recertification.
