[c-nsp] Radius Rate Limit attribute

This is exactly what I want. But at the same time I want to receive the
rate-limit from radius for each user at the day time, and from router at
night for all users!

Not sure I understand. You want to override the rate limit information
sent by the Radius server? How is it being sent, i.e. how does the
Radius profile look like?
Or do you want to stop assigning it from Radius and configure it
locally? You can configure it on the vtemplate interface, but then it
applies to all the users. There is no easy way to do per-user settings
locally on the router..
