[c-nsp] Per ATM VP mrtg stats

I've done this before when using "static" p-t-mp VP termination.  Each
VP then showed as it's own interface in the interface MIB.

Trying to save some time, I then switched to dynamic termination when we
upgraded to the 7200VXR platform.  I don't have to create the VP and all
the VC's whenever we expand a DSLAM.  Since I did that though, I haven't
found a way to do per VP traffic monitoring.

Basically, if you're defining the VP in the router, then it should show
up as an interface in the interface MIB.  If you're letting everything
be created dynamically, then your milage may vary.

I'll also give a plug to cacti (http://www.cacti.net/) for monitoring.
Makes it really easy to setup if you have a lot of interfaces on a
device that you want to monitor.
