Just to be clear, do you have a more specific (non-BGP) route towards 
the next-hop?  That next-hop is covered by the latter /23 which may or 
may not be causing issues.  (We certainly have had issues in both 
Cisco's using (BGP or static route) aggregates for next-hops which 
results in various kinds of issues, flapping prefixes being one 
of them.)
