[c-nsp] FYI: Head's up on Sup720 SP bootrom (rommon) issues

We're running into a similar issue, as we (stress) tested our
new network with 'test crash' commands. The router was dropping
into rommon without loading any image. After verification in the
lab and upgrading the sup720 rommon, we were able to resolve the
issue.
