[c-nsp] rate-limit with Catalyst 35XX L3 switches

Colleagues!

It seems that rate-limit command is configurable on SVI but does not do anything.
Here is my config fragment
interface Vlan2
 ip address 192.168.1.1 255.255.255.0
 rate-limit output 64000 12000 24000 conform-action transmit exceed-action drop

and here is show interface vlan 2 rate-limit command output
  Output
    matches: all traffic
      params:  64000 bps, 12000 limit, 24000 extended limit
      conformed 0 packets, 0 bytes; action: transmit
      exceeded 0 packets, 0 bytes; action: drop
      last packet: 435912638ms ago, current burst: 0 bytes
      last cleared 01:26:12 ago, conformed 0 bps, exceeded 0 bps

Conformed and exceeded packets counters are always 0 though packets go towards
and back through interface. Am I missing something or switch itself can't do rate-limiting?
If switch can't then are there any other ways to provide bandwidth limiting for end user?
