[c-nsp] 3550 high cpu & process switched traffic

What i mean is that the cpu utilization went back to normal (~3%-5%). I guess the zero counter for 
fast switching of eggress traffic must be a cosmetic issue in 3550s.

Also after looking at your outputs, i don't think you have any problem.
