[c-nsp] 3550 high cpu & process switched traffic

On my 3550 forwarding about 50Mbps ,the Processor Pkts In counter only 
increments for traffic punted to the CPU.  This works out to only 5-10pps 
out of 10,000 pps.  As far as I know, its normal for the 3550 to only show 
Processor switched traffic.
