Field Notice  FN61999 has the answer:

Solution: In the event that this type of failure is encountered, failed 
6509-NEB-FAN2 fan trays should be returned to Cisco via the normal RMA 
process. Please use the WS-6509-NEB-UPPGRD part number for the RMA. 
WS-6509-NEB-UPPGRD includes the WS-C6509-NEB-FAN2.
