[c-nsp] Disable ARP

On my 7301...

router1(config)#int gi0/2.100
router1(config-subif)#no arp ?
  authorized   Only allow internal authorized ARP entry
  frame-relay  Enable ARP for a frame relay interface
  probe        Set ARP probe parameters
  timeout      Set ARP cache timeout
