[c-nsp] full utilization on a T1 causing CRC/frame errors?

On a Cisco, if packets are unable to be routed out of the router due to
congestion (e.g. come in a 10meg interface and are supposed to leave a
1.5meg interface), I've seen them counted as input errors (and ignored
errors) on the interface they came in on.
That's the only time I've seen "load" related errors on an interface.
A T1 is a synchronous circuit; it is _always_ sending 1.5 megabits per
second.
