The wildcard masks are utilized for ACLs (not just filtering ACLs  
applied to interfaces, but ACLs used to match traffic for QoS,  
controlling distribution lists, etc.); standard netmasks are used for  
just about everything else - although there is a variation for prefix- 
lists, for example, in which one specifies the length of the match  
using CIDR notation.
