Hmm, according to the debugs, you apply the following per-user cmds:

ip vrf forwarding CTBDSL795atm
ip unnum atm1/0.103
ip description CTB

the last one is invalid. 
"debug aaa per-user"/"debug aaa authorization" would have printed an
error as well..
