Since it's a mux, wouldn't it use an m13 framed ds3?

The subrate feature works by padding "unused" frames.  To make it work, 
you'd have to guarantee that the "used" frames were associated with the 
timeslots that are cross connected between the routers.  That seems like 
a stretch, but I haven't tried it.
