[c-nsp] new tac service request tool

I got that using the new TAC tool also. Clicked the link in the yellow
box 'Test the New TAC Service Request Tool'. Which oddly enough points
to a tinyurl link. Resulting popup was:
We have detected that your browser is not Internet Explorer (IE) 5.01 or
above.
We require that you use this browser in order to proceed.
Go to the IE download page.
This came from a web server webeffective.keynote.com. So it's not a
Cisco-owned server, but something they farmed out to someone else. With
as many people as there are using the TAC tool from non-Windows
platforms, I don't see this flying too far at all. What were they
thinking???
