[c-nsp] SAA/RTR/SLA timing and tracked static routes

Hi,
I have some CPE routers out there that are connected via RBE and
use an intermediate ATM-SNAP to Ethernet bridge provided by the
carrier (aka "DSL Modem"). In order to have these CPEs do a dial
backup when the DSL line fails, I'm currently using RTR and tracked
static routes. We've noticed that the RTR is reacting way too aggressive,
though, it seems the reachability event is triggered instantly when
a single ping goes lost.
The question: Is there any way to configure the rtr so that only a
consecutive loss of at least 3 echos will trigger it unreachable?
Configuration is:
track 1 rtr 1 reachability
rtr 1
type echo protocol ipIcmpEcho 1.2.3.4 source-interface FastEthernet0
timeout 4000
threshold 500
frequency 10
rtr schedule 1 life forever start-time now
The threshold of the rtr seems irrelevant as the tracker is using the
reachability trigger only. But how to further configure the timing
of this trigger? There is rtr recation configuration, but it doesn't
seem to apply here - or am I reading the docs wrong?
If there only would be some point2point over Ethernet ARP replacement...
