The ingress line cards forwarding engine is responsible for making 
the forwarding decision for all packets. If the ingess line card has 
a DFC, then it makes the decision. Traffic that ingresses on line 
cards without a DFC use the PFC to make the forwarding decision. This 
applied to all protocols supported in hardware, L2 and L3 switching 
(IPv4, IPv6, MPLS, tunnels), and features such as NAT/PAT done in the 
forwarding ASICs.
