 I'm not absolutely sure what is tried to be said here. But you 
do need two labels (8 bytes) on all MPLS link. Even though
in reality in default configuration LSR->LER will be single 
label for L3 MPLS VPN. 1504 would not be enough for L3 MPLS VPN
as LER->LSR would need both labels and LSR<->LSR of course too.
 
 L2 VPN's then again can require quite lot more, combine ATM interworking
with FRR and you can easily top 1522.
