[c-nsp] Layer2 transport

As far I know l2tpv3 is'nt supported on the 6500,
I configured the metro ethernet gige port as a switchport, and ran into
weird problems.
Instead of vlan sub interfaces, I should try doing the sub interface
vlan config.

Or just a simple L2TPv3 cross-connect.
