I was having same problem getting stats for 7204VXR running 12.3(14)T3.

 

The  problem was with my SNMP application, GetIf, which must have been
using SNMP v1. HC Counters require SNMP v2c or V3. I got my hands on a
MIB Browser which forces v2c.

 

Now getting numbers for those OID's :-). Now to get MRTG to do same...

 

According to CCO, IF-MIB is supported in all major trains. See:
