[c-nsp] multiple repeated gigE card failures WS-X6748-GE-TX

Ashe,
There is a Field Notice on a limited number of cards. Have your TAC engineer
have a look to determine if the cards are within that Field Notice. Can't
find my notes on it, and my quick search of CCO didn't return anything.
