[c-nsp] TCP Window size scaling

IOS 12.2T and later support window scaling for TCP window sizes above 65535 
bytes.
ip tcp window-size 128000

I have tuned several other TCP options when running Cisco SAA (IP SLA)
HTTP and FTP tests.

ip tcp mss 1460
ip tcp queuemax 50
ip tcp selective-ack
