But if both your POP and the transit carriers are all in the same facility
as the IX, then it still might be possible to arrange some private peering
links and not transit the IX directly... Several IX's I can think of are
located in colocation facilities, so private peering is just a matter of
ordering a cross-connect between two cages in the facility.
