[c-nsp] FWSM - Strange behavior

Hi Peter,

Check the "show vlan" on both of the FWSMs and compare the results - very 
probably there were changes in the VLAN database in the meantime while 
the previous blades were operating, this command should reveal the 
difference in the VLANs as seen by the FWSMs.
