[c-nsp] Catalyst 1924XL Port Rate limiting

I've done this with MDU where you trunk sub-interface with a router on a
stick and you rate limit the route points of the sub-interface.  This setup
uses trunking (.1q or isl) between router and the 1924xl.  Hope this helps.

	I know this is an ancient bit of tech, but I am looking at re-using
them in an apartment block with 10 apartments sharing a 1.5mb DSL Link.

	I want to know if it is possible to rate limit the 10mb ports on a
1924XL to say, 256k/256k or 256k/64k each.
