[c-nsp] Receive discards on Catalyst 2900 XL

What would cause receive discards on a FastEther port of a 2924 XL ?
Scenario follows:

Firewalls n x FE - 2924XL(vlan p) - FWLB - 2924XL(vlan q) - SLB -
another switch - Servers n x FE

All connections are full-duplex FE, and receive discards are happening
on the SLB port. Traffic levels are approaching sustained 100 Mbps,
but SLB cannot send more than 100 Mbps, so why would the switch
discard packets ? Aggregate traffic is not near the 1.6 Gbps or 3.0
Mpps specs of the box.
