[c-nsp] 12.2.28sb on 7200 looped interfaces

I did a few searches and did not get any hits. We upgraded a router to
12.2.28sb a few weeks back. Started seeing interfaces show up/up (looped)
but yet still passing traffic. Router reboot would clear some and they
would come back. Put it back to 12.2.25 S9 and the interfaces are no longer
looped. It was mostly cosmetic, but gave our NMS some issues.
Just thought I would share in case anyone is seeing anything similar or
strange with sb on a 7200. Mostly PA-MC-T3 cards.
