[c-nsp] cisco LX to HP

Cisco side is nonegiate and HP is set to 1000FDx.

Any other ideas?

I've seen a similar issue before. Solution was to hard set full duplex
on
both ends of the link. Sounds strange to have to do that on a fiber gig
link, but it worked in my case.
