[c-nsp] route reflector vs route server

Hi,

Is it possible to configure the cisco route reflector (i.e iBGP peers
only) to be a route server (i.e iBGP *and* eBGP peers)? eBGP peers would
be customers only and not upstreams. iBGP peers would be other route
servers.

Or is Quagga the answer?
