[c-nsp] CPUHOG log messages

I keep getting this message in the logs of one of my 3845s. Every time
this happens, the entire router freezes for a full 2 seconds which is
causing all sorts of havoc. Does anyone know what it might mean? We're
running IOS 12.3(11)T.
