Let's not waste time trying to identify bugs here.  Update your IOS, 
rinse, repeat.  I don't remember exact IOS chronology by alphabet soup, 
but you're probably talking about an image that came out right after the 
introduction of the Customer Enragement Feature.  Join us in this decade 
with Cisco Express Forwarding and your problems will be no more.
